The ACIA 2017 Summit will take place from 25th to 26th of May 2017 at Serena Kampala Hotel. It will consist of a number of activities, including (i) Innovations Clinics (ii) The ACIA 2017 Exhibition, (ii) a 48 hour ACIA 2017 HACKATHON, (iv) The 2017 ACIA Awards Gala
Presentations from key experts on different topics and exchange of ideas. Clinics will run for 2 days with each topical session lasting 90 minutes from 25th to 26th May 2017.

The ACIA Awards, in its 7th Year now, has been recognizing and promoting outstanding local ICT Innovations in Uganda. Among the events under the ACIA Awards has been an exhibition where exciting innovations are showcased to the public, giving the innovators an opportunity to interact with the public.
This year round, a series of Innovation Clinics have been introduced to provide an avenue for interaction with experts in the ICT innovation ecosystem. These Innovation clinics will involve presentations from key experts on different topics, and participants will be given an opportunity to discuss and exchange ideas. The clinics will run for 2 days with each topical session lasting 90 minutes.
The Uganda Communications Commission therefore wishes to invite interested persons to register and attend the Innovation Clinic sessions.
ELIGIBILITY AND PARTICIPATION:

Participants are limited to register up to two sessions or topics per day as per the program.
Participation for each session is limited to 50 people.
This will be a 2 day exhibition by top finalists who submitted ACIA 2017 entries. The exhibitors will showcase ICT innovations from 25th to 26th of May 2017 at Serena Kampala Hotel.
3. ACIA 2017 HACKATHON
The Uganda Communications Commission (UCC) has partnered with Makerere University School fo Public Health – ResilientAfrica Network (RAN) – a multidisciplinary innovation hub – to conduct a 48-Hour Hackathon under the theme “Smart Transport Management (STM)”.
The Hackathon will be conducted alongside other ACIA2017 activities. ACIA is an annual initiative that fosters innovation through the recognition and reward of outstanding ICT innovations.
The 48 hour Hackathon is to innovate solutions that will solve the looming transport challenges and help abate crimes committed by road users in Uganda and ultimately contribute to safe, smart cities and economic development. The jointly organized Hackathon will provide an additional platform to co-create and develop innovative solutions that can be nurtured and supported and ultimately contribute to development impact in Uganda.

The Hackathon is focused on the theme “Smart and Safe Transport Management (SSTM)” with two (2) main sub- themes. The sub-themes for which we are seeking innovative solutions are detailed here below;
- Traffic Management: The roads are getting narrower and vehicles increasing day by day, which calls for proper traffic management for road users, law enforcement bodies, city councils and line ministries. We are seeking solutions that can improve the work of relevant authorities but also ensure the safety of road users. Solutions that will improve on street parking, promote security, tracking of user ( driver and rider) behavior and tracking of cyclists, bikers and cars, tracking stolen vehicles, CCTVs, traffic light and signal controls, cargo tracking among others. Solutions that will improve the efficiency of the general transport of goods, services, and travellers over the entire transportation system, and increase the level of safety. Solutions that will enhance the ongoing efforts in addressing traffic and road safety.
- Health, Safety and Insurance: The health and safety of drivers, passengers and other road users is very critical in transport management. In this category we seek solutions or technologies that will track Drivers (similar to how planes and pilots are tracked for fatigue, driving/piloting style), track PSV vehicles and, emergency and rapid response including remote/offsite, and onsite, vehicles in dangerous mechanical conditions. Further still solutions could support Insurance companies to monitor car and driver patterns so as to accurately assess premiums as well as efficiently administer other insurance services.
The poor state of transport infrastructure is a looming problem in developing countries in Africa which often leads to accidents, high cost of doing business and this generally slows down economic development of any country. In Uganda, with the competition for space because of the increase in the volume of private cars, taxis and human traffic and predominantly narrow roads, we are witnessing a sharp increase in accidents and other fatal incidents which is a big threat to life. A 2014 incident report from Police in Uganda, that covers a five-year period (2008-2012) on injury and fatality trends, indicates that the number of fatalities on Ugandan roads as a result of road accidents was at 5,145 from 3,951 across the same period.
The feasibility studies projected that by 2030, public transport demand would increase exponentially and demand on the busiest routes would even exceed 700,000 passengers per day; this is approximately five times the current level and will present major challenges to transport planners and managers.
The following criteria will be applied to select the promising ideas: The conceptualized projects will be assessed by a team of multi-sectoral judges who will be guided by a set of criteria such as:
- understanding of the problem
- the quality of the proposed solutions and the degree of impact
- the business/sustainability model
- Cost effectiveness and scalability of the solution.
- Clarity of the implementation plan
While developing solutions, the following should be taken into consideration:
- Scalability: the proposed solution should be scalable at different geographical scales preferably regional, national or sub-national and community level.
- Multi-sectoral collaboration: Participation of both the public and private sectors is fundamental or collaboration of multi-disciplinary sectors such as health, finance and social.
- Other aspects include; business and the sustainability model, clear implementation plan, additional spin offs (your project provides more than one solution/ benefits to the users), cost effectiveness and competitive advantage of the solution.
Who can participate?
The call is open to interested applicants from ALL disciplines. Relevant thematic backgrounds and experience are highly appreciated including but not limited to; Engineers, software developers, public health specialists, data scientists, students, recent graduates, young entrepreneurs etc. Participants will be supported with mentorship, capacity building sessions, information and necessary resources in regard to design, innovation, business and technical modules on transport management. Shortlisted participants shall not exceed more than 35. We encourage you to register as a team, however if you do not belong to any team you can still apply and be part of the teams that will be formed during the Hackathon.

Code of Conduct
Is there a Code of Conduct?
Yes. Please ensure you familiarise yourself with the Code of Conduct prior to the start of the hackathon. You and/or your entire team may be disqualified and asked to leave the premises for any of the following actions, with or without warning, at our sole discretion: (i) non-compliance with the hackathon Code of Conduct or any other agreement entered into in connection with the hackathon; or (ii) violating the spirit of the hackathon or acting inappropriately in any way. All disqualification decisions are final and not subject to appeal.
- We value the participation of each member and want all attendees to have an enjoyable and fulfilling experience. Accordingly, all attendees are expected to show respect and courtesy to other attendees throughout the hackathon. To make clear what is expected, all attendees and speakers at this hackathon are required to conform to the following Code of Conduct.
- Harassment includes but is not limited to offensive verbal comments, hacks, or other online activity related to gender, sexual orientation, physical or mental ability, age, socioeconomic status, ethnicity, physical appearance, race, religion, sexual images, deliberate intimidation, stalking, inappropriate physical contact, and unwelcome sexual attention. Participants asked to stop any harassing behaviour are expected to comply immediately. If participants fail to comply they will be asked to leave the event.
- Be careful and mindful of the words that you choose. Remember that sexist, racist, and other exclusionary comments and hacks can be offensive to those around you.
- Be mindful that this is a residential venue too! There are guests that would like a calm and sound sleep; if you are going to work through the evening and night, please refrain from unnecessary movements, noise or entertainment. The Serena Hotel staff on call, in case you need any help; kindly inquire at the reception to avoid inconveniences.
If a participant engages in behaviour that violates this code of conduct, the hackathon organizers will take any action they deem appropriate, including warning the offender or expulsion from the hackathon.
i. What is a hackathon?
It’s a gathering of thinkers, dreamers and doers who come together, typically over a weekend, to share ideas and build solutions to the challenges set. It’s basically a pop-up innovation lab, where you will meet and collaborate with people from diverse backgrounds. If you want to be part of creating something interesting that makes a difference to our justice system, this event is for you!
ii. Isn’t hacking illegal?
Not this kind, but remember to be aware of the possible intellectual property rights of others.
iii. Am I eligible?
Participants must be at least 18 years old.
iv. Do I have to be a developer (programmer) to participate?
Not at all! There will be developers in the teams, however, anyone who wants to work on something interesting and impactful, irrespective of your background or skill set, can participate. The more diverse the team composition, the better!
v. Do I have to come with a team?
No. We will help you find a great team to join.
vi. What are the team sizes?
You may compete in a team of 4 to 6 people. We may increase or decrease the team sizes at our discretion to ensure all participants can partake in the event and there is skill set diversity in the teams.

viii. Who owns the intellectual property (IP) in my team’s submission to the hackathon?
Unless a team agrees otherwise, the IP in a team’s submission remains the intellectual property of that team. Teams may wish to agree that their submission is Open Source or Creative Commons licensed and is therefore not subject to the proprietary rights of the team members, either individually or collectively. For teams interested in entrepreneurial ventures beyond the hackathon involving products they created during it, we would encourage those teams to have a discussion about the ownership of any IP.
ix. Should I bring a laptop?
If you are a developer, yes! Bring your laptop, chargers and any other equipment you like working with. For non developers, a laptop is a useful piece of kit for researching, sharing info and of course preparing your winning pitch! The venue has Wi-Fi, however, a backup is always useful.
x. What else should I bring with me?
Evidence of your event registration and photo ID. In addition, an open mind, enthusiasm and ideas!
xi. Will there be catering?
Yes. You will be fed and watered during the event. There are lots of eateries close by to the venue, should you wish to venture out for some fresh air and a bite to eat.
xii. How are the prizes allocated?
The winners shall be selected by a judging panel of industry experts. Judges’ decisions are final and binding and the judging panel is subject to change at our discretion. The judging criteria will be made available at or prior to the event. Team presentation time limits may be shortened or lengthened depending on the number of teams. We shall decide the order of presentations at our discretion.
Winning teams are responsible for allocating prizes among team members. Cash prizes shall be distributed evenly among winning team members. To be eligible for a share in a prize, a winning team member must have participated in all hackathon activities.
